After the electoral defeat of the Workers' Party in Porto Alegre (known
worldwide as the ‘global capital’ of participatory democracy) there was
considerable concern about the future of the city's famous programme of
participatory budgeting. The new government has introduced a new
institutional scheme called local solidary governance”, which has
received both support and criticism from academic analysts, political
leaders, and social movements. This seminar will explore the prospects
of participatory democracy in the city and possible lessons for other
experiences in the South.
