Hieronder de brief (28-11-2013) van Wij Zijn Hier waarin ze uitleggen waarom ze het aanbod afwijzen van de gemeente Amsterdam voor opvang voor 6 maanden in de voormalige gevangenis aan de Havenstraat in Amsterdam.
In de bijlage de reactie van Van der Laan.
Dear mr Van der Laan,
This letter is our formal reaction to the offer you made last friday for a
shelter for six months in the Havenstraat for 159 people. Monday, we have
received your invitation to inspect the location, a former prison. We went
there with all the leaders and some group members.
We have given our first reaction there, and we formulated demands in a
meeting with volunteers on monday night. On tuesday, we were invited to
come to City Hall to discuss the details of the contract. We attended this
meeting and we have understood the details of the contract, in which you
met most of our demands.
What you offer is a shelter for six months in a former prison, with
toilets and showers, security, a place to prepare our food, wash our
clothes, common rooms and possibilities spend our time working on a
solution, either in an asylum procedure or in training and education. The
security as we understand it, is comparable to the regime of a regular
asielzoekerscentrum: free entrance and exit for inhabitants, access for
registered visitors between 8 and 22 hours.
We want to sincerely thank you for this offer. It is a great step forward
that you want to provide us with a possibility to work on a solution and
think about our future in peace. However, we are very sad to inform you
that the location you chose does the contrary, because it is a prison.
This leads to emotional reactions and bad memories for many refugees: most
of us have been in prison several times, in our country of origin, but
also in immigrant detention in the Netherlands. These bad memories lead to
depression and distrust to such an extent, that we fear for our health. We
cannot think of our future in a location that reminds us of our past.
Another problem is that the group is limited to the list of 159 refugees
from the Vluchtkerk. This means that in effect, only 100 people will be
provided with shelter. This means that around 60 people, some of which are
very vulnerable, will be out on the street on December 6, without any
support from the City, left to the care of social organisations and
volunteers.
We are very sad to say that we therefore have to reject our offer as a
group. We hope you will be offer shelter in another building. If this is
not possible, we hope you are prepared to extend your offer for shelter
until after December 6 for individual refugees from our group.

Een enorme show gisteravond in het vluchtkantoor:
Van der Laan, Joelle Voordewind (ChristenUnie), Simon Bontekoning (beleidsambtenaar A'dam) en de Raad van Kerken, zetten alles op alles om de mensen te laten tekenen voor 24 uur.
Van der Laan: You are my friend too. We are doing this together. I am the people of Amsterdam incredibly thankful that they allow me to bring you this offer. Read the contract (pas diezelfde avond voorgelegd en alleen een Engelse versie) very carefully, it's a good contract.
It will be a good place for you.
Op de vraag of ze dezelfde vrijheden zullen hebben als nu in het vluchtkantoor, antwoordt van der Laan. Het zal zeker een zelfde sfeer hebben, maar lees het contract.
Rond 19.45 uur vertrok van der Laan omdat hij naar eigen zeggen nog niet gegeten had en zijn kinderen wilde zien. Tja.
Een paar highlights uit het contract:
The municipality of Amsterdam is offering temporary accomodation to a maximum of 159 people from the group 'We are here', who registered in April 2013 in order to be considered for an individual offer of assistance and this offer is reserved for those who do not have alternative accomodation elsewhere.
- Accomodation will be made available for 6 months (tot 31 mei 2014), consisting of food, water and shelter in an open setting.
- During this 6-month period, participants will work towards finding a sollution to their own situation,....
!! - The solution will, in many cases, consist of preparing for and achieving resettlement in the land of origin
- In other cases, the solution will consist of preceeding with and completing a procedure aimed at securing residency in the Netherlands
- Finally, it is possible that the solution will lie in securing alternative shelter as a result of (temporary) obstacles preventing repatriation encountered by the foreign national in question during his or her efforts to repatriate over which he or she has no control, as established by DT&V.
Men krijgt een toegangspas die 24 uur per dag getoond moet worden bij de receptie.
Visitors must be registered at the reception and they will receive a visitor's pass on arrival. Visitors are welcome from 8.00 - 22.00.
The municipality will take care of the furnishing and fittings at the "vluchthaven". Household effects can be moved to the "vluchthave" in consulation with the municipality.
Termination of use:
- unacceptable behaviour
- causing nuisance
- not honouring agreements as stipulated in this agreement and the associated house rules
!! - not being proactive of being insufficiently proactive in terms of seeking a solution
The municipality will involve among others: Vluchtelingenwerk Nederland, IOM, Bridges to Better, lawyers.
The residents must comply with the instructions of the supervisors and staff of the DJI.
Residents are not permitted to:
- use the rooms and the communal spaces in a way that is different to their designated nature and use
- prepare food outside the central cooking area
- keep food outside of the places designated by the supervisor
- etc.
Sommige mensen waren gisteravond na het vertoon van Van der Laan om en wilden tekenen. Maar er was ook een grote groep heel boos en teleurgesteld. Ze zeiden: Een prison is een prison. En ze vertrouwden de deal helemaal niet.
Een deel van de groep heeft nog tot 23.45 zitten discussiëren met elkaar en met de handen in het haar gezeten wat te doen. Ze waren doodmoe. Niemand van hen wilde de beslissing maken. Uiteindelijk, met het spreekwoordelijke mes op de keel, hebben ze besloten bij de rest van de groep te blijven in deze beslissing en te gaan tekenen. En dan maar te kijken hoe dit verder gaat.
Beneden heeft Simon Bontekoning tot half 2 papieren zitten tellen en vinkjes gezet op lijsten die hij had uitgedraaid. Met een biertje erbij.
Voldaan vertrok hij met de uitspraak 'het was een goede score'.
Verhuizing a.s. maandag.
Resultaat:
225 mensen hebben getekend. MAAR
hiervan staan slechts 75 mensen op de lijst van 159 van april 2013, dus in principe komen zij alleen in aanmerking
18 inschrijvingen zijn opzij gelegd omdat het mensen betrof die bijv. in detentie zitten of in opvang elders, het is nog onduidelijk wat daarover besloten gaat worden.
132 mensen maken volgens deze regeling geen kans op 'opvang'.
Hoe verder is nog niet duidelijk.
