[Am*dam] De laatste dagen van De Hallen - Persbericht

Afgelopen dinsdag bereikte ons het nieuws van de nieuwe ontruimingsronde, nog maar kort na de laatste. Veel grote en langbestaande panden zullen waarschijnlijk verdwijnen. De twee en een half jaar gekraakte tramremise De Hallen staat niet op deze lijst, maar zal helaas ook ophouden te bestaan. Gelukkig is het in dit geval niet het gevolg van de beslissing van het losgeslagen OM.
Al geruime tijd wordt de Amsterdamse Bellamybuurt alsmaar meer beïnvloed door corrupt bestuur, speculatie van particulieren én 'sociale' woningbouwcorporaties en hun interesse in geld, geld en nog eens geld. Niet alleen wordt het karakter van een van de laatste oude volksbuurten hiermee volledig ondermijnd, de gebouwen en de bewoners lijden er eveneens onder. De enige die echt profiteren zijn diegene die een maatpak dragen en hun portemonnee als barkruk kunnen gebruiken. En in het midden ligt een groot complex, gebouwd rond 1900, waar de buurtbewoners al jaren om strijden met hun, die enkel winst of prestige willen.
Meer dan vijftien jaar lang werd de oude tramremise enkel bewoond door duiven, ratten en ander ongedierte, dat zichzelf anti-kraak noemt. Tot op 31 januari 2010 een groep krakers het initiatief nam en twee van de vele hallen bezette. Vanaf dag een verenigden boze buurtbewoners en krakers zich tegen de megalomane plannen van Lingotto, naar verluid dikke maatjes met stadsdeelvoorzitter Bouwe Olij.
Slijmerige politici toonden zich zoals verwacht weer van hun meest hypocriete kant. Olijs PvdA claimde dat de buurt achter de plannen zou staan, GroenLinks deed als coalitiepartner een slap 'jullie hebben je punt gemaakt, ga nu maar weg' en de VVD was nog wel het meest oppertunistisch met een 'normaal zijn we tegen kraken, maar dit vinden we een goed initiatief'.
De krakers besloten om het gebouw meteen te laten zien aan de buurt, om de mening van omwonenden te vragen over de toekomstige invulling en om gezamenlijk de strijd aan te blijven gaan met de toenmalige plannen. Dit werd in de eerste plaats vormgegeven in de vorm van een open dag. Politici schoten direct in paniek en verzonnen dat het pand zogenaamd onveilig zou zijn voor publiek. Uiteindelijk heeft de open dag uiteraard gewoon plaatsgevonden, iedereen die zich onveilig voelde kreeg een bouwvakkershelm aangeboden, die slechts door één buurtbewoner werd aangenomen, dit was echter als grap.
Op dag twee volgde de aangifte (lokaalvredebreuk, van een pand wat, naar hun EIGEN zeggen 'al jarenlang leegstond'). De op dat moment net aangesteld OvJ Kramer nam maar vast een voorschot op het dreigende kraakverbod en stelde dat als eigenaren ook maar ergens in het complex huisdieren (lees: anti-krakers) hadden ontruiming was toegestaan. Het mag duidelijk zijn dat dit nergens op slaat en dat ze gewoon van de krakers af wilden, ook als het ontruimen voor leegstand zou betekenen. Dat 'niet ontruimien van leegstand' is, zo blijkt maar weer, slechts een stokpaardje waarmee ze al tientallen ontruimingen door de strot van de minder oplettende burger hebben gedouwd.
Op het laatst mogelijke moment zag OvJ en zelfbenoemd 'kraak-expert' (i.e. oud VVD-fractiemedewerker) van der Bijl af van ontruiming, de aantijging van lokaalvredebreuk zou immers nooit doorgang bij de rechter vinden. Otto van der Bijl is geen onbekende voor veel krakers, en blijft zijn slechte naam eer aandoen. Hij ontkende bijvoorbeeld dat het OM bang was de rechtszaak te verliezen en verzon de meest belachelijke smoezen om zich uit deze benarde positie te lullen. Helaas werden deze klakkeloos overgenomen door het Parool (1). In ieder geval kon de kraakgroep verder.
Ondertussen verhuurde het stadsdeel de rest van de ruimte voor fotoshoots en filmopnames, soms voor duizenden (een enkele keer tienduizenden) euro's per contract (2). Later bleek de deelraad hier niet eens vanaf te weten. Zou dit geld gewoon in de zak van corrupte bestuurders zijn verdwenen?
Ondertussen organiseerden de kraakgroep kleinschalige evenmenten, er werden nieuwe kamers gebouwd, en ondanks de beperkte faciliteiten, staat van het gebouw en kou in het begin (de kraak vond plaats op 31 januari) was er veel vooruitgang. Alleen al in het eerste jaar gebeurde er meer dan in de vijftien lege jaren daarvoor, alles enkel mogelijk gemaakt door enthousiaste mensen die vrijwillig zich inzetten voor vrije en sociale plekken, alles zonder bakken geld of wetten, regeltjes en andere commerciële of bureaucratische onzin.
En ondertussen werkte de landelijke politiek hard aan het kraakverbod, en nadat op 1 juni 2010 de eerste kamer instemde was het onvermijdelijk dat per 1 oktober kraken verder gecriminaliseerd zou worden. Gelukkig is niet iedereen een schaap in de kudde en ging het kraken gewoon door.
Het samenvoegen van de stadsdelen had in zekere zin tot gevolg dat de hallenkrakers konden blijven, boeman Olij was immers van het toneel verdwenen. Daarnaast was er echter een stadsdeelkantoor, op de hoek van de Bilderdijkkade, dat niet meer gebruikt zou worden. Nadat ook daar enkele antikrakers de schijn van gebruik hadden moeten ophouden besloot het stadsdeel tot sloop, waarna het gehele terrein braak kwam te liggen. De geplande woontorens op het naastliggende terrein waren al van de baan en ook dit stuk land is in korte tijd van een bouwput in een moeras veranderd. Het laat voor de zoveelste keer zien dat niet alleen het complex zelf, maar het hele gebied rondom de hallen een gevoelig onderwerp is waar bestuurders hun vingers aan blijven branden. En alweer, ze moesten perse het gebouw slopen naast het gebouw dat ze niet mogen slopen vanwege de monumentenstatus.
Dat een openlijk aangekondigd buurtinitiatief de kop in wordt gedrukt zo gauw het niet binnen de lijntjes valt werd maar weer eens zichtbaar. Nog geen week voor de opening van het 'Buurtland' besloot het stadsdeel ineens tot het aanleggen van buurttuintjes en recreatie (dit alles stond ook in het burgelijk ONgehoorzame initiatief). Nadat de eerste poging tot een 'grasveld' (het leken meer op plakjes kaas) mislukte, legde de o zo zorgzame overheid een veld aan waar alle yuppen fijn van het zonnetje konden genieten, omringd door bouwhekken en zand, alles zonder enige inspraak, laat staan daadwerkelijke participatie. Andere buurtbewoners hebben verder alleen maar bouwputten gezien en worden zo zoet gehouden, terwijl politici hun imago weer een beetje herstellen en er minimale kosten worden gemaakt. Terwijl er zoveel meer mogelijk is...
En als ze dan wel iets vragen dat heet dat 'buurtinspraak'. Het is een idee waar bestuurders maar al te vaak prat op gaan, maar wat telkens maar weinig in blijkt te houden. Een inspraakavond of een mogelijkheid tot kritische vragen stellen wordt steevast misbruikt onder de noemer 'participatie', terwijl het eerder inhoudt dat men wel mag praten, maar dat het stadsdeel, de stad, of kortweg de overheid doet wat zij wil, of het de buurt nou zint of niet.
Dat het zin heeft om kritiek te uiten bleek later pas, nadat omwonenden van het complex jarenlang klaagden, hun eigen klankbordgroep en initiatief startten en een groep krakers hun argumenten kracht bijzetten door een paar hallen te bezetten. Eind 2011 maakte het stadsdeel de keuze tussen het commerciele, megalomane en volstrekt onwenselijke lingotto-plan en het meer buurtvriendelijke, sociale en bovendien monumentvriendelijke TROM-plan. Toegegeven, niet alles is zo zwart-wit, maar de zure gezichten van poltici zijn altijd een genot om te aanschouwen, zeker wanneer ze moeten vertellen dat het niet hun keus wordt, maar die van de mondige buurtbewoners.
De situatie veranderde toen ook voor de kraakgroep, we hadden immers een belofte te volbrengen. Een plan dat voortkomt uit het buurtinitiatief, het momument respecteert (niet slopen en geen nieuwbouw) en nog realistisch is ook. In een van de eerste persberichten (3) claimden we de hallen enkel te zullen verlaten voor zo'n plan, en nu ligt het er. Met enig verdriet over het verlaten van deze prachtige plek, en met enige spijt dat juist nu meer mogelijkheden voor meer activiteiten zich aandienden heeft de groep de beslissing genomen om het pand te verlaten, zodat, hopelijk, de fundering en andere delen van het gebouw goed gerenoveerd worden en de buurt weer kan genieten van hun pareltje.
Dit einde ten spijt hebben we in twee jaar en vier maanden aangetoond hoe belachelijk de politiek wel niet werkt, hoe corrupt bestuurders zijn en hoe geld helaas nog steeds bepaalt. Ook heeft de kraak aangetoond dat een sterke actie, door 'gewone' buurtbewoners en krakers samen, op wat voor manier dan ook, effect kan hebben. In de hoop dat het gebouw nog gered kan worden en de buurt eindelijk krijgt waar het recht op heeft gaan de krakers nu weg. Maar we kondigen dit alvast aan: als het ook nu weer zo gaat, dat na geldnood en onderhandeling, na politieke en financiele crisis, het gebouw leeg komt te staan, zijn we zo weer terug.

In the middle of thinking of evictions and leaving houses that played a big role for certain amount of time (in this case almost 2 and a half years) in our lives, there must be at least a bit of space for fun!
We as kraakgroep De Hallen decided to devote the last weekend of April to it!

Last tuesday the news about a new eviction wave, shortly after the last, reached us. Lots of big and long-lasting squats will probably disappear. The two-and-a-half years squatted tram station De Hallen is not on the list, but unfortunately will also cease to exsist. Luckily this is not because of some crazy decision by the insance public prosecutors...
For quite a while already the Amsterdam Bellamy-neighbourhood is being more and more influenced by corrupt politicians, speculating private owners and 'social' housing corporations, and their interest in only money, money and more money. Not just the character of one of the last old neighbourhoods is destructed by this, the buildings and inhabitants suffer as well. The only ones that really profit are those in pretty suits, able to use their wallet as a bar chair. And in the middle of all this lies a big complex, built around 1900, over which neighbours have been fighting for years with those, who only care about profits or their image.
It's been more than fifteen years that the old tram station has only been inhabited by pigeons, rats and other vermin, calling themselves anti-squat. Until on the 31st of January 2010 a group of squatters took the initiative to occupy two of the many halls. From day one angry neighbours and squatters united against the big commercial plans of Lingotto, not coincidentally good friends of stadsdeelvoorzitter Bouwe Olij.
Slimy politicians showed, as expected, their most hypocritical side. Olij's PvdA (labour party) claimed the neighbourhood supported the plans, coalition partner GroenLinks (Green Left) provided a weak 'you made your point, now you can leave' and the right-wing liberal VVD was even most opportunist with a 'normally we're against squatting but we find this a good initiative'.
The squatters decided to immediately show the building to the neighbours, ask for their opinions about future use and join together in the fight against the plans that were there. Things were started off in the form of an open day. Politicians directly panicked en made up a story about safety, to forbid this open day. Of course it went on as planned, visitors feeling unsafe were offered a builders helmet, which was only taken by one neighbour, purely as a joke.
On day two the city filed a report to the police (lokaalvredebreuk, similar to breaking domestic peace, of a building that in their OWN words 'was empty for years'). The new public prosecutor Kramer took an advantage on the upcoming squatting ban by claiming that if the owner had pets (read: anti-squatters) even in just one small place of a complex, eviction was allowed. It should be clear how little sense this makes and they just wanted to get rid of the squatters, even if it meant evicting for emptiness. This whole 'not evicting for emptiness' is, as is proven over and over, just a nice sentence used to shove many evictions through the throats of the less attentive citizen.
At the very last moment public prosecutor and self-named 'squatting-expert' (which means former VVD-employee) van der Bijl decided not to evict. The accusation of lokaalvredebreuk would never be approved by any judge. Otto van der Bijl is not a stranger to most squatters, and he keeps following up to his already bad name. He denied the OM was afraid to lose in court and made up the most ridiculous excuses to bullshit his way out of this position. Unfortunately these were copied blindly by local newspaper het Parool (1). At least the squatters could continue.
In the meantime the city rented out other parts of the complex for fotoshoots and film recordings, for thousands (sometimes tens of thousands) of euros in each contract (2). Later we found out the council didn't even know about these. Would the money just have disappeared in the pockets of corrupt politicians?
In the meantime the squatters organised small-scale events, new rooms were built, and despite the limited facilities, the state of the building and the cold (it was squatted mid-winter) there was much progress. In the first year alone there was more happening than in the fifteen empty years before, solely made possible by enthusiastic people who volunteer to create free and social spaces, without heaps of money or laws, regulations and all sorts of commercial and bureaucratic rubbish.
And in the meantime parliament politicians worked as hard as they could to ban squatting altogether, and after on the 1st of June it was approved by the first chamber (senate/house of lords) it was inevitable that as of the 1st of October squatting would be criminalised further. Luckily not everyone's a sheep in the herd and squatting stayed.
Merging the local city council (for instance the 'Old-West' fused into just 'West'), partly meant the squatters could stay, since Olij was finally gone. But next tot de Hallen was an old office for the Old-West, that wouldn't be used any more. After some anti-squatters were used to fake the use of the place it was demolished, and the terrain was empty. The planned apartments next to it were already cancelled and this peace of land had quickly transformed into a swamp. It shows, again, that not just the old tram station, but the whole area is a sensitive subject, that politicians keep getting back in their faces. And again they demolished a place next to that building they are just not allowed to demolish due to the monument status.
The way openly announced neighbourhood initiatives are being put down whenever they don't fit within the lines became visible once again. Less than a week before the opening of 'Buurtland' the city suddenly decided to create some 'neighbourhood-gardens' and recreation (even though this was already mentioned in the other initiative). After the first attempt at a 'grass field' (it resembled slices of cheese more) failed, the oh so caring local government created a field where al the yuppies could enjoy the sunshine, surrounded by building fences en sand, everything without any real option of participation from the neighbourhood. While the people are being kept quiet since they've only seen 'building' disasters, politicians restore their image a bit. While so much more is possible...
And if they ask something to the people it's called 'neighbourhood-input'. An idea that politicians speak of with disgusting pride, but never shows to mean a lot. An evening where it's possible to have your say or ask a question is being abused as 'participation', while it really means 'you can talk, but we still do what we want.' Whether the people living around like it or not.
That is still makes sense to show discontent and criticism only showed later, after the people living around the complex complained, started their own initiative and their position was restrengthened by a group of squatters occupying two of the halls. At the end of 2011 the city made the decision between the disgustingly huge, commercial, totally undesirable Lingotto-plan and the more social, neighbourhood friendly and monument friendly TROM-plan. Of course, it's not all black and white, but the sour faces of politicians when they have to admit that it's not going to be their preferred plan but the one of neighbourhood is a joy to see.
The situation changed for the squatters as well, there was a promise to keep. A plan that stems from the neighbourhood initiative, respects the monument (don't demolish, don't build new parts) and is still realistic. In one of our first press releases we claimed to leave for such a plan, and now it's there. With some sadness about leaving this beautiful place, and some regret that exactly now there was a possibility for more activities, the group decided to leave voluntarily, so that hopefully the foundation and other parts of the complex will be properly renovated and the neighbourhood can enjoy it again.
Though it ends here we've shown in two years and four months how ridiculous politics work, how corrupt even (or especially) local governments work and how money, unfortunately, still decides. The squatting action also showed that a strong combined actions by 'normal' neighbours and squatters together, in any given way, can have a positive effect. Hoping that the building can still be saved and the neighbourhood gets what it deserves from it the squatters are leaving. But we announce this already: if again it goes like this, and after bankruptcy and disagreement, political and financial crisis, the building is empty again, we'll be back.
