Roitman quien fue detenido por los delitos de asociación ilícita y cohecho activo es parte del fraude cometido al Estado para vender un producto “agüita mágica” que limpiaría el Lago de Amatitlán en término de cuatro años a través de la empresa M.Tarcic engineering ltd.

La Autoridad para el Manejo Sustentable de la Cuenca del Lago de Amatitlán adjudicó en diciembre y enero dos contratos para la limpieza de ese cuerpo de agua, uno por Q22.8 y otro por Q115 millones.
Contrato para pasaportes
El 24 de diciembre de 2012 la Dirección General de Migración (DGM) adjudicó a la empresa Techniques and Security and Systems TSS USA, INC., con sede en EE. UU., un contrato para la emisión de 150 mil pasaportes en el extranjero por un monto de US$3.750 millones —unos Q29.8 millones— sin haber efectuado una licitación pública internacional.
El portal de Guatecompras detalla que el contrato fue firmado el 16 de noviembre último en Miami, Florida, por Fredy Viana como director interventor de Migración y Jorge Ignacio Dinermann Caimi como presidente de la empresa, quien es de nacionalidad española con domicilio en Guatemala.
En el 2012 Migración adjudicó un concurso por Q29 millones a una de las empresas de Uri Roitman.
El Departamento de Estado de Florida, por medio de la División de Corporaciones detalla que la empresa Techniques and Security and Systems TSS USA, INC., fue creada el 10 de mayo del 2012 por Hugo Rodolfo Roitman Braier y Jorge Ignacio Dinermann Caimi, quien aparece como presidente, según lo detalla la modificación hecha el 29 de octubre del 2012, como consta en el contrato.
El contrato tiene por objeto la prestación del servicio de operación del sistema y equipos de impresión de 150 mil pasaportes guatemaltecos en el extranjero, de acuerdo con las especificaciones internacionales emitidas por la DGM.
Aunque el contrato especifica que es de 12 meses, hay una cláusula acerca de posibles prorrogas por períodos iguales o menores. El contrato puede quedar sin efecto si antes de los 12 meses el Ministerio de Gobernación adjudica a través de una licitación pública internacional el servicio de la emisión de pasaportes.
Otro contrato
En diciembre del 2012, la DGM adjudicó otro contrato por arrendamiento de equipo para la emisión de pasaportes en Guatemala, así como en 69 ciudades y varios países por Q8 millones, sin embargo en el 2013 el contrato se prorrogó con una ampliación para llegar a US$1 millón 444 mil 880 —unos Q11 millones 356 mil 125— con la compañía Técnicas y Sistemas de Seguridad, S.A., empresa que le pertenece a Roitman Braier.
A pesar que el Mauricio López Bonilla en calidad de ministro de Gobernación indicó que los contratos eran temporales mientras se subia una licitación internacional para la emisión de los pasaportes, la misma nunca se hizo en el tiempo que duro en el cargo.
